Great, but affordable Video Card?

Im soon going to go buy parts for a new build, and my girlfriend wants to take my old computer. Im going to sell it to her for 200$, but she wants to buy a graphics card that better suits games and photoshop. (Theres a really low end card in it right now that barely plays CS:GO on low settings). She has a budget of 100$ -150$ for a card. and nothing Im looking at is really within reason. 

 

For comparison: She'd like to play Battlefield 4 at medium - high settings without ANY lag

 

What card would be suitable?

Be nice and give her the PC and get her to buy a nice gpu and without ANY lag, what's the cpu lie?

R9 280, used they go for pretty cheap. I had one was a good card for sure

Im selling the system to her because I will be giving her a 27" Monitor, and several other peripherals. CPU is a i5 2320.
