Ico (2 hard to get games)

Prince of Persia (Warrior Within is best)

Tom and Jerry War of Wiskers

But I am just saying you shouldn't compare how good a game is using their sales. 

I think Vice City and SA are about on par with each other.

 

SA has a better world, VC has a better atmosphere.

VC has a better story IMO and better music

VC does have better music, and with the atmosphere it's the 80's in a bech side paridise compared with the ghetto.
