okay I want to modify my case a little bit, i want to add one more FAN..

Here it is how it looks: (it's been used...)

 

Where should i add that fan? it's 140mm

I would strongly suggest in investing some money into a new and better case

I want to push air in..

The holes on the side panel is for the ducting vents that were a craze back in the 70s and 80s to get the CPU cooler's hot air out of the case.

 

You can drill 4 holes to put a 140mm there and just put a magnetic 140mm dust filter over it from the outside.

A water-cooled mid-tier gaming PC.

Nope not possible..

 

Just to let you know you can multiquote and you can install a front fan to your current case by adding a mounting point or drilling some holes. but the Antex P180, I woudln't call that a good case but a large OEM style or generic case. 

 

Something like the the Corsair 300r is decent but I'd recommend to invest in a case if you want to build a custom PC in it later on.

get a more open case with good airflow i recommend  mine ofc its with an oc cpu (furnace) and keeps it cool 

because i see you want to go budget and this one is cheap

I think you'll be just fine drilling some holes and mounting to your side panel. Maybe wrap the intake of the fan with some pantyhose for dust filtration. I do agree with others that you should put away some extra money to buy a good case in the future.
