What should I upgrade first?

You should probably upgrade your gpu first

Get a r9 280x or r9 280 depending on your budget

Why would he go to that from a 7850?

Because i assumed he wants to do gaming since nothing is specifically mentioned

Besides, anything higher will be bottlenecked by his cpu

To be honest, when I upgrade I plan to go big and go with a GTX 980 for my GPU, but in order to do that,  I need to get a new case that can fit a gpu over 10.5 inches.

Well I don't see how you could make the suggestion without knowing more and also even if his video card is bottlenecked by the cpu it sounded like he was going to upgrade further in the future so he should just get the best card he can afford.

Does the pc you have right now stop you in any way from doing what you want to do with it?  If the answer is no then don't upgrade yet.

Also i believe that for video editing gcn based cards are best

A r9 290x would probably meet your needs better

Does the pc you have right now stop you in any way from doing what you want to do with it?  If the answer is no then don't upgrade yet.

I want to be able to play games such as GTA V, and Arma 3 at close to max settings wile getting 60fps at 1080p.

For 1080p gaming i think even a decent gtx 970 might do the job

If video editing if is a big priority then a r9 290x

I do more gaming that video editing.  And yes, the price point of the 970 is very appealing compared to the much higher priced big brother 980.

For now yes if budget is an issue

Otherwise buy a fx 8350 or sell your current board and cpu and buy an i5 4690k + a z97 motherboard

Lets say if I upgraded to a GTX 980 and a i7 4790k, will my psu be ok?

I would get a better power supply as your can get good gold ones for not much.

 

gpu - if your in the red team i would wait, or get a 970

Its all about those volumetric clouds

if you upgrade the power suply you will get more options for video cards and more
