Not exactly sure what you're asking if PayPal does, but you can get people to pay you via PayPal

I want to sell fully responsive budget website design which operates a simple, budget business model, is there a secure plug-in/way I can charge people my selected fee and them send them the files for their website a week (approx.) later on. Wondered if PayPal did this? :P

Exactly my thoughts. Lol. Needless to say I was disappointed that it was a real question because that could've made for and interesting thread.
