I think you will find it's pretty much the same on the PC with these types of games (I'm thinking it's COD and stuff like that), only on the consoles there's easy access to voice chat.

Actually, now that I hit around level 20 on LoL, mostly everyone says their GGs, GL HFs and act cooperatively. I have only met a few people who try and piss on everyone. They usually get reported by everyone else including me.

That's because its ranked, and people are SUPER competitive. I play for fun, I go with randoms. I don't care for playing with elitists who think they're the best on the planet.
