$1000 1st time build heavily modded minecraft PC

you don't really need 1000$ to spend on a pc that will run minecraft. 

 

i mean the gtx 960 runs minecraft amazingly.

"Heavily modded" My 290x and FX 8350 struggle with that,

The way you state it, the mods sound like they are affecting the RAM? That doesn't make too much sense. I think you would want more VRAM (graphics shader power).
