Manufacturing cost isn't really relevent, the years of engineering talent and R&D budget that goes into designing a 5-billion transistor integrated circuit is an enormous cost that needs to be recovered somehow.

How much does nvidias over priced cards cost to make in China?

For a around $600 card. $200 to produce?

less than a hundred dollars for all the components, several million for the assembly machines, several million for the production facility, workers, and taxes, several billion for the research and engineering, and then maybe like $50 for the actual silicon in the chip

A wafer where the chips are made from can range from around $2-5K where only a certain percentage of those chips are usable for 980's, but that doesn't include R&D which can be multi-millions of dollars alone and cost of the manufacturing facility and tools/technology.

Basically this. The amount of money that goes into the materials is irrelevant if you don't consider the rest of the money in the situation. Intel offers their CPUs to partners of their Retail Edge program for extremely slashed prices, with stuff like the 4790K going for around $80 USD. However, they still put millions if not billions into the fabrication and technology of the chips.

First you have to consider what everyone else have mentioned about R&D and equipment. Then you add technical support and driver staff after the sale too. And you have to consider that Nvidia does not get $550 when you buy a 980 as they sell them through resellers and board partners. This is the same for AMD. Which is why it's so amazing they can even stomach to sell a card with as much stuff going into it as a 290X for $300.

 

Then there's the costs of marketing the cards...
