I want to use it for gaming occasionally ... And mainly web browsing.. I used i5 bt now i want to use an amd processor

Why do you want us to recommend you an objectively worse CPU? Surely you have some more reasons than "i want an AMD now".?

Basically i want a low budget powerful cpu by powerfull i mean 4ghz.... And what does bottle neak my gpu mean?

Oh boy.

 

Ghz arent comparable between arquitectures.

 

The intel i5 is much faster in games because it has way higher instructions per clock.

4 Gigahertz? What are we, back in the year 2000? That is so irrelevant these days...

Bottlenecking means the CPU will be too slow to fully utilize the GPU. With a 260X that won't really be the case, but the 8350 is still a bad deal. As are all AMD FX CPU's, no matter how many times Logan keeps recommending them.

But i saw some benchmarks..... It showed that amd fx 8350 is better in rendering and somewhat better in gaming compared to intel i3s and i5s

Im not a gamer.. Soo i dont know if it will matter for me.. So i know in the end i will just be using it for basic stuff like photoshoping and web browsing

Trust me if you are gaming intel processors are much better. Also a powerful cpu isnt dictated on the amount of gigahertz. Its cpu architecture that matters and intel is superior than amd in this aspect. In fact current amd processors have single threaded performance similar to that of a 2008 intel cpu. Also if you are going to use a 100$ gpu why would you spend over 200$ for the processor and cpu. Get an i3 4130 and h81 for less than 150 and call it a day and with the money saved get a better gpu like an r9 270.

FX Processors are designed to run on the AM3+ 990FX chipset, which is significantly more expensive compared to that 970 board you are looking at. Not that the processor won't run with it, but overclocking will be limited by the bad power design of that board. Not only that but high overclocking of this power hungry processor can kill prematurely the motherboard. 

 

AM3+ and everything that comes with it is an extremely old platform, which is lacks almost all new features that are a given with Intel, and is still quite expensive. By the time you buy a decent 990FX board and a 8350 processor you will be spending as much as nice i5 quad core with a very good H97 or Z97 board, depending on your preference. 

 

Intel processors also run cooler and quieter and you can get away with minor overclocking on the stock cooler as well, not that I recommend doing that. They also consume quite a lot less power, why do you think there are no AM3+ ITX. 

 

All in all Intel is the better overall option, since AMD has given up competing in the high-end desktop market segment at least for now. A nice i5, like the 4460 or the 4690K will do you perfectly in day to day tasks and gaming if you do decide to spend some tame playing.
