Cheapest Build Possible? (Gift for a friend)

Hi, I am new to the forums so I am not sure if this is the right place to ask but I was wondering what is the cheapest pc build i could buy that would be able to run battlefield 4 or call of duty on its lowest settings  (or higher) 

I am trying to get something for a friend of mine since he can not afford his own computer and right now he runs on a laptop with 2 gigs of ram and is about 6 years old and can not game for the life of it, so I wanted to surprise him with something awesome. 

At the moment I have no money to actually spend on the gift but I am trying my hardest to find a way to get it for him, hopefully I will find some of his friends to give donations but I doubt that will happen so I guess I will have to see.

Anyway thanks to anyone who can help by posting a cheap build :)

I assume since he is on a laptop he will need a mouse, keyboard, monitor?

From what I know he has that stuff somewhere in his house so I wouldn't worry bout it .

Am assuming he needs everything but a monitor as he can easily plug in a HDMI cord to the GPU and play on his TV
