so if you got a cpu that couldn't be overclocked would you get a cheap cpu cooler just to keep it a bit cooler and quieter then the stock cooler?

Depends what CPU. On my Intel PCs that can't be overclocked I use the stock cooler, but on my locked Phenom X6 (which is at stock speeds) I still have a Hyper 212 on it, cause the stock cooler sounded like a hair dryer when under load

Of course. There are a lot of benefits to aftermarket coolers and they're not just for overclockers. I highly recommend the Cooler Master Hyper 212 EVO. It's a great cooler for the price and it's easy to install :)

Yeah because the stock cooler is crap, and can reach 90C+ even at stock. Plus its loud like an AMD GPU.

i was thinking of getting the cooler master hyper tx3 because its half the price of the evo but i can't find any benchmarks of it

This cooler seems to be fine and is certainly better than the stock cooler. I would suggest you get the 212 EVO, but if you choose the TX3 you should be fine. These might help you:

This cooler seems to be fine and is certainly better than the stock cooler. I would suggest you get the 212 EVO, but if you choose the TX3 you should be fine. These might help you:

Yep, 4960 and a Be Quiet! Shadow Rock 2.

 

It's quieter, cools better, and looks much nicer.

Depends on what use PC would be. But I'm maintaining one PC with my old aftermarket cooler which isn't OC'd and another, older with stock. I would use aftermarket cooler anyway.

Id have an aftermarket cooler to keep noise down.

But it's it's just performance you care about the stock cooler is fine at stock clocks.

Not quite, the lifespan of a CPU also benefits from having it sit and work in a cooler environment. :)

I'd get a bigger heatsink if I can and do some passive cooling if the heatsink is big enough...
