2x8GB is better or, if you want to fill all slots a 4x4GB kit. Two sticks puts less load on the memory controller and leave two slots for an upgrade to 24GB or 32GB. A 4x4GB kit (instead of two 2x4GB kits) because XMP values are based on the kit load which might mean some fiddling around in the BIOS to get two 2x4GB kits to work together at advertised speed and timings.

80+ ratings certify electrical efficiency. Not quality.
