transfering windows from old laptop to new pc

Im building a new pc and want to install windows 7 on it.

 

In 2010 I bought a copy of windows 7 for my a laptop and still have the product key, cd and laptop. Is it possible to uninstall windows on the laptop and install it on my new computer, similar to what microsoft lets people do with office keys?

If you install a different OS on the laptop like Linux or something right away, this step shouldn't be necessary.
