You haven't looked hard enough sir. especially in source games its not too difficult to replace character models compared to most other engines. the only things is that maybe hitboxes get a little wonky if the demensions change too much. but if you look around you can find different forums/groups that specialize in this kind of modding especially since the custom modeling community is pretty big for the source engine (especially ever since source filmmaker). I mean hell you have my little pony skins floating around, not too big of a stretch to imagine naked people running around

I know source games are one of the easiest to mod, import new models (like character models, weapon models etc.) and made maps into. And Source engine has been around for 10 years already, so it hasn't gotten radically different to mod, so it is more "newcomer friendly" when it comes to modding (maybe not so easy for beginners to use some of the Source SDK tools like Hammer editor, as they're really outdated).
