Front USB ports are not working (Corsair 200r)

All right so this is the first time im posting here and I have to say so far this site looks fantasic!  But back to the topic, I made my first build (Corsair 200r, i3-3200, asrock z77 pro3, 650ti boost, 8gb RAM etc.) but unfortunately, my front usb ports (which are 2 usb 3.0's) do not work.  The back USB ports do work.  The error I get is: USB Device Not Recognized

 

Things I've Tried:

Uninstall drives and reinstall

Uninstall hubs from device manager

Unplugging and replugging USB 3 plug that goes into the mobo

It's broken probably , try to reflash the mobo , re-instal windows and then if nothing helps RMA it

What would I RMA the case or the mobo?

Do you have a spare case or a spare mobo? If you do try the spare to find out which is broken. That wasn't very well explained but I hope you understand what I mean. Basically, troubleshoot.

What have you tried to plug into the front USB ports..?..have you checked with Device Manager to see if the "allow windows to turn off this device to save power"..found in the USB Controller Section>USB Root Hub> Properties>PowerManagment:   is unchecked..?
