CO (Curve Optimizer) in PBO settings for CPU in BIOS,

 

in Windows Power Settings, make sure you're on Balanced performance and not Max/Extreme.

 

Look up some undervolting guide for GPU, you can do the same with CO too.

 

For GPU I'd recommend watching guide that uses RTX GPU so that it's not too outdated of a method, though things probably didn't change much.

idle 300w, you sure it's truly idle without background tasks hogging resources? Should never be above 100w even if measured from the wall outlet

yes true idle with cpu load of 1-3%

also i have a 180hz 1440p monitor

and i use a 1500kva ups

Software like HWinfo can tell you power readings from both CPU and GPU, they use the most power and can verify outlet power readings.

That seem, unlikely. if thats the case, put back to auto in bios and disable automatic overclocking for MSI. PBO auto.

Probably the kvaups throwing out wrong numbers, there's no way this system uses 300w "idle" unless something is seriously defective.

i undervolted my cpu and got better thermals and less power draw and somewhat more stable performance

but when i undervolted my gpu my power reduced but my performance as well dipped too
