For Windows 8.1 Update 2 that is.

I use VirtualBox the most. I enjoy it and find it very useful. If you happen to have a Mac, Parallels is also very good.

My vote goes to virtualbox, simple, works and i found it when googling.

Linux has workspaces but I haven't really tried programs on windows.  I've heard of dexpot though.
