ARC Flash tripping when powering on computer

I moved one of our computers from the living room to one of the upstairs rooms. After the move I went to boot it and noticed it wouldn't boot and then noticed that I had no power to the room. Went to the breaker box and the arc flash breaker was tripped. Tried a couple of different things and it kept tripping. 

 

Anyways the PSU I have in that computer is a Seasonic S12III 500 SSR-500GB3. I normally look up reviews before purchasing but for whatever reason I must not have. Apparently it is a pretty terrible PSU and I believe is what is giving me my problems.

 

I am looking at picking this one up (Corsair CX-M Series CX650M), in it's place as I don't need anything to fancy. Open Box is going for C$81 at the local computer store. I noticed it's on Tier C, whereas the other one is Tier D. 

 

I just want to know if that will be a good choice given I am not looking for anything too pricey. 

 

As a side note I had a different computer plugged in, in the same room previously, both on and off of a UPS.

Specs are Ryzen 5 5600X

Cheapest GPU. I think it's a GT710 or 1030 or something I can't remember.

Asus B550M Mobo

500GB WD Black NVME

16GB T-Force RAM.

 

I just installed a Intel X540-T2 10Gbe card.
