Fan splitter, all but one female missing pwm pin, normal?

PWM splitters should always omit the RPM signal on all but the "primary" fan. It serves no purpose and I'm sure it would absolutely piss the motherboard off.

I bought one of these to split out my AIO into two headers, but noticed two of the three input ports (where the fans connect) on the splitter lack a 4th pin. Is this normal? I suspect it is if its a speed signal that gets sent back on this pin but not sure if thats how it works.

The rpm signal only needs to come from one fan, It's normal.
