My phones battery isnt going to max cappacity

so i have a huawei mate 10 pro it has a 4000 mah battery but according to this app its max is 2800mah i have not turned on any setting that stops charging when at 80% or something

Given capacity is in mAh and this software says mA I wouldn't trust anything it says. Might as well give random numbers.
