No, the Tab A 10.1 can't output to a display via the USB-C port.

And the S20 FE is not the Tab A 10.1.

 

Galaxy S and Galaxy Tab S devices from that time period started getting wired display output, but Galaxy Tab A devices did not have it until the Tab A9+ (and only the + version) released a week ago.

Type-c is a minefield of specific specifications, one of which is whether it's wired to work as a display output.

 

An example being the Galaxy Z Flip series didn't get display out through type-c till the recent Z Flip 5.

Per the specs, that device only uses a USB 2.0 port and doesn't list any DP passthrough spec. That's a quite definitive indication that the type-c doesn't support an external display. USB 3.0 isn't an indication that it supports it either, but its at least more likely to. Supporting DP passthrough through type-c on mobile devices wasn't a common feature on most devices till recently, and usually is limited to the top end. 

 

If it's not wired to, it can't do it. Same goes for new generation motherboards, some of which have type-c ports that support displayport for the CPU's iGPU and a lot don't.

I am going to use it on phone S20fe, i dont know it existed.

Any type-c to HDMI should work with an S20FE, so it depends on what you prefer.

Haven't bought a type-c native monitor, so I can't confirm. I'd just look to see what the spec of the type-c connector is on the monitor. The actual cable you use should matter though.
