Just because people know their way around the UI, we buy the Adobe Acrobat Reader Pro.

This, else MS office. (Word can handle it somewhat)

I very rarely see anything else be used in offices.
Altho i'd prefer the open source option, not many know about it.

When i ask for more specs, don't expect me to know the answer!

there's also a free open source option. Libreoffice Draw can create PDF's as far as i'm aware.

https://en.wikipedia.org/wiki/LibreOffice_Draw

I'm expecting what OP wants is ability to modify existing PDFs.

What functionality is actually needed?

For basic stuff the self-hostable S-PDF can do quite a few things.

Ok let me explain better.

I wrote this while I was half asleep.

I need it for merging, splitting and reorganizing pages, draw a couple of lines, circles, arrows, and occasional word modifications.

I have tried Libre Office Draw and is a utter mess, some of the PDFs I have worked on showed up with thousands of different layers and all hell broke lose when some characters were being converted wih an accent for no reason at all in the whole document. Did not work for me.

I guess I'm looking for a version of "Apple Preview" for windows that checked all my needs but I don't mind having something more complete feature wise.

Since all the good ones are payed am asking for your reccomendation.

So to sum it up it has to:

1. Have a perpetual license (Adobe solutions need a subscription, so it's out)

2. Work on Windows preferebly and Mac if possible

3. Adding digital signatures

My choice so far is Master PDF Editor 5 with a 76€ perpetual license, anyone familiar with it?

Thanks

You can still buy a perpetual license for Adobe Acrobat Pro 2020
https://commerce.adobe.com/checkout/email/?items[0][id]=58675001ACEBE288DBDA18D701134F56&cli=adobe_com&co=US&lang=en

It ain't cheap though.

So, give it a try and see if it works for you.

Does anyone has other recommendations?

I finally settled for UPDF, there was actualy a sponsor on an LTT video that made me decide for it.

Price is around 50 USD when I got it in october (there is a sale for black friday right now that is a farse, sells for the same price), perpetual license, easy to use, multiplatform ecxept for Linux sadly.

Going to update how it works. havn't had much time to play around with it.

For anyone still looking for options. I've just tryout PDF24 Which is and works both Online and has an Offline Installer.

Only been using for a few hours primarily for combining PDF's but so far works really well.

(Not affliated with the project)

Adobe Acrobat Pro. It's what I use daily at my work. I know there's some other options like Libre, but I'm so used to Adobe I wouldn't want any other.
