Upgraded from ESXi 6.7 to 7.0U3, network speeds are now in the tank

Running Dell 7415 PowerEdge, just updated to latest BIOS.  Did an "upgrade" to 7.0, not a fresh install, wanted to keep VMs and Datastores intact. 
 
Have updated all firmware, NIC drivers, synchronized domain controller vmnic settings with other VMs as well as physical workstation. Connected via netgear 10gb managed switch with copper. All settings seem in order, but I'm also not sure what else to check. iPerf between physical workstation and RAID0 VM only getting about 1gbps, but between VMs getting about 3gbps.  Using VMXnet3 standard for VM networking adapters.  Synchronized MTU in domain controller (Win Server 2016) and across VMs/physical workstations.  10gbe subnet running on Netgear 10gbe managed switch, didn't change any settings. 
 
vSwitch settings show vmnic at 10gbps full duplex, VMkernel is on separate vSwitch/portgroup on embedded 1gbps NIC within server (this was original config on 6.7, was getting 8-9gbps with iPerf). I'm about to trash vSphere...ugh.

7.0 is quite a substantial change in terms of compatibility to 6.7, but that should really only impact older hardware.

Perhaps, have you checked Jumbo Frames (MTU) on both the vSwitches? Incase something has defaulted from the upgrade.

How did you upgrade exactly? Did you use the specific Dell custom ISO for ESXi 7 or did you use a generic one? You’ll want the latest and greatest Dell vibs for optimal performance.

It was just an ESXi 7.0 OEM image, NOT dell customized.  This may have been some of the issue.  For now, I've downgraded back to 6.7...
