4070ti & 1600 Bottleneck?

Hi, 

Wanted to ask if this is bottleneck or not ? 

Recently I plugged in a 4070 ti and 850w psu into my aging pc which has Ryzen 5 1600 with 16gb ram on 1440p main monitor and a 2560x1080 second monitor. 

I am getting 30-50% GPU utilization on games that I have tested- OW2 (90-120fps), Witcher 3 Next-Gen (40-50fps), Valheim (40-90fps). 

1600 is supposed to bottleneck the 4070ti but the CPU utilization is also stuck at 30-40% for these games. I was under the impression that cpu util should be 100% when the bottleneck happens ? 

Is there any tool I can  use to see how much of a bottleneck is happening here ?

Looking at that screenshot it looks like you are using 60Hz with vsync on, so neither the CPU or GPU is being bottlenecked there, what does one of those games pushing higher frame rates look like?

Could the CPU be thermal throttling on those games?

Router:  Intel N100 (pfSense) WiFi6: Zyxel NWA210AX (1.7Gbit peak at 160Mhz)
WiFi5: Ubiquiti NanoHD OpenWRT (~500Mbit at 80Mhz) Switches: Netgear MS510TXUP, MS510TXPP, GS110EMX
ISPs: Zen Full Fibre 900 (~930Mbit down, 115Mbit up) + Three 5G (~800Mbit down, 115Mbit up)
Upgrading Laptop/Desktop CNVIo WiFi 5 cards to PCIe WiFi6e/7

Enable every core/thread utilization in Riva and i'll bet you see some cores basically pegged to 100%
Very few games if any would max 12 threads to be fully saturated.

if you have 4070Ti and even You have cpu bottle neck you can use framegenaration to boost the fps. it doesnt looks like any bottleneck

You don't need to have a CPU at 100% for it to be a bottleneck. If the game can't take advantage of the extra cores it will never reach 100% and will mostly rely on the speed of mostly 1 or 2 cores. 

 

Yes, 1st gen Ryzen is a massive bottleneck even at 1440p with that GPU and it would be even at 4k.
