Just use Rufus to download and make bootable USB

If the download button does not show up, click on the settings in the bottom left (3rd icon) and enable check for updates daily, enable BETA, click check now, reset Rufus and run it again, it should be there.

are you upgrading a windows 10 machine to windows 11?

if so, apparently some particular software (that messes with the boot process) might interfere with the upgrade. stuff like antivirus software seems to be the common reason.

It sure looks like you're trying to "install" from within Windows. If you use the Media Creation Tool from Microsoft to make a bootable USB stick, you boot to that and install from there.

Are you deleting all the existing partitions before clicking next at the drive selection screen?
