It was released in 2006 when Vista was the newest OS. Vista had command prompt, so yes, it can run command prompt- quite well at that.

I guess if you want to own a Intel extreme edition chip, this is one of the cheapest options if not the cheapest.

They're like $50 on ebay I'm not sure if it's worth it to buy new on amazon
