Depends on the BIOS menu, but normally there are a few ways to do it, if you have a boot tab, head there and you might have to diable secure boot to get it to change the boot order, but in the bios you change to the media type with the correct order with all the drives plugged in, ensure you save the configuration before exiting the BIOS. It can be finicky but you might have to try a few different times to get it to line up correctly as well as even changing where each drive is on the SATA headers at times. But pulling up your MB manual or finding the Manual online should give you the method that is best to get the order changed correctly. Also many MBs have a feature where they will "automatically" choose the boot drive, which has to be disabled as well.

Did you turn it off and back on again?

honestly those msi "pro vdh" or similarly named boards seem to have issues very often, ive  been seeing that since years actually... i dunno 🤔

also did you consider cleaning the whole board with ipa or actually pcb cleaner, especially all the connectors and slots?

additionally im wondering why there are so many power outages,  it seems really frequent?  maybe its something with your house wiring etc, has an electrician checked that?

This may sound really dumb, but is there anything in the CMOS battery slot that is protecting the contacts or otherwise in the way?

You know how you sometimes have to remove a plastic strip from a new item so the included batteries don't drain on storing and shipping?

Has it ever NOT reset BIOS?  Is this a new problem?

Then it looks like the battery died, is the only thing I can think of that's not catastrophic.

I am not sure what you're showing us.  Your cursor is on the RAM, and your line highlighted is the Memory Failure Retry.   Are you saying that you think the RAM is the issue?

Edit:  Yes, BIOS can reset on errors.

RAM has no bearing on BOIS resetting at all.  The BIOS is separate from the rest of your machine, hence having its own battery.  You can replace the RAM, CPU, GPU, drives, etc.  and the BIOS will still have the same settings.  They will probably be off vs the new components, but they won't have reset.

i mean the highlighted one

Ahh, you're thinking the RAM is bad and causing the BIOS defaults.  Are there any other issues with your RAM?  Are you trying to OC it every time?

So you've replaced the CMOS battery.  You've tested RAM.  Do you still think it's RAM then?   You say the RAM is fine but you had posted you think the issue is RAM.

Not following your thought process here, explain more.
