Crucial Ballistx 3600 C16 is great and tunable easily to 3800 c16.

How about 4000?

Most likely go to 4000 but Infinity Fabric might not hit 2000 so generally 3800 is the sweet spot.

Basically every 5900X/5950X has the infinity fabric top out at 3800 before giving correctable WHEA errors and performance tanking. Yeah it might turn on and function at that speed, but performance will be just terrible. My 5900X, for instance, when it runs at 3800MHz does Y-Cruncher 1B in ~30 seconds with a half decent memory overclock (something like 16-16-16-32, nothing crazy just to make sure it's stable but still fairly fast). I raise it to 3866MHz (the memory kit can handle it at these speeds, the infinity fabric just can't) and it takes closer to 5 minutes to run the same benchmark.

If you want the absolute "best" it will be a dual rank kit of Samsung B die (either 4x8GB or 2x16GB) overclocked to something like 3800MHz 14-14-14-21, but going for a kit of B die only makes sense if you're gonna overclock it, stock subtimings aren't usually anything special, and if you just enable XMP, a kit of 3600MHz CL16-18-18 will perform pretty close in most benchmarks but be nearly half the cost.

If you need more than 32GB of RAM, you want to go for a 2x32GB kit of Crucial Ballistix since it's the best overclocking 32GB DIMMs, plus you won't be dealing with quad rank memory like you will with 4x16GB of B die. If you're gonna overclock, get whatever speed bin is the cheapest, those sticks are very consistent so while the higher speed kits are slightly faster, they're very close in performance and the main difference is just what XMP profile is on them at stock.

How about this

Memory is a crapshoot with regards to what IC's are used during manufacturing. The best options have already been suggested.
