1080p 60hz with a 5800x and 3080?

Your friend is an idiot and you should no longer take any tech advice from him. 1440p 165hz or 240hz if you play First person shooters. It makes a MASSIVE difference, and anyone that says "it doesnt" is simply wrong. 

 

Its worth it to save up and get a good quality monitor 🙂

This will depend on the use case.

General use - 1080p 60Hz is fine.
Single player games - also probably fine.

If you want a bit of comfort or luxury, I'll definitely say that more screen helps.

As an FYI, there's almost no downside to running at a lower resolution on a 4K display and DLSS can help you get reasonably good performance at higher resolutions.

Kind of a waste imo, for that setup. I would go for 1440 144hz. If you are happy with 1080p 60hz, stay with that. It’s all about how you like your setup, not other people.

For that setup i'd go with a 1440p 144hz monitor with current offerings, either the MAG27QRF-QD or AW3423DW. 

 

The AOC 24G2 is the minimum i'd go for with that setup if you wanna run everything on max.

 

No 4k monitor i'd recommend atm, unless you have to run a console along with a pc.

1080p @60hz wasn't even good enough for a 15.6" laptop 12 years ago.  It was all that was available--sure.  But it certainly wasn't good enough.

I am going to say your friend is misinformed, because that is more respectful than what others have responded with.
