the NH-D15 is great, but has been surpassed by newer coolers at a better price.

Such as the AK620 by Deepcool.

GN Reviewed it and it beat the D15 in all tests, at a better price.

I use Thermalright FC140. It is better than D15.

Many coolers are as good or better than D15.

AMD R7 5800X3D | Thermalright Aqua Elite 360, 3x TL-B12, 2x TL-K12
Asus Crosshair VIII Dark Hero | 32GB G.Skill Trident Z @ 3733C14
Zotac 4070 Ti Trinity OC @ 3045/1495 | WD SN850, SN850X
Seasonic Vertex GX-1000 | Fractal Torrent Compact, 2x TL-B14

So, The NH-D15, AK620 or a couple others are as good, but if you want the best cooling, An AIO does better.

Arctic Liquid Freezer 240 or Lian Li Gallahad 240 will be a little better than those air coolers, and if you get a 280 or 360?  They'll be significantly better.

And on a chip as hot as a 5950?  That's not a bad plan.

@linuskim Most probably Thermalright Frost Commander 140 with fans swapped to Phanteks T30-120. Second close place Jonsbo HX7280 (again swapped to T30-120 fans). Third place Noctua NH-D15/D15S (again swapped to T30-120). (And of course all case fans swapped to T30-120 or similar). And a case with Lian Li or Phanteks level of meshfilter (or equivalent).

Aren't a12x25's superior straight up to T30-120's? At least in noise? I know the t30s are 30mm vs 25mm so they should push more air

It's a bit of a wash, for lower speeds, A12x25 wins there (up to ~1200RPM), but mid speeds (1200-1500RPM), and above T30-120 wins there. Noise wise it looks pretty much the same from like 30cm-60cm from your ears in a case on the table (very high quality motors on both). Now granted this is radiator, but hopefully GamersNexus is close with their testing so we get a nice comparison vs a heatsink.

There's a bit extra leeway with the Noctua setup (can fit with tighter dual towers), for a few other 7 heatpipe (of 6mm size) coolers. like Iceberg Thermal IceSLEET X7 Dual (a bit of gamble), DeepCool Gamer Storm Assassin III (which can also fit T30-120 that I forgot to mention before), and ID-Cooling SE-207-XT Black.

In general Deepcool AK620 is a really good option as well (I didn't expect those fans to do so good in GamersNexus testing).
