Looking for ways to reduce the price. I have a LC power 420w PSU, and 1gbx4 DDR3 g skill ram, 2gbx2 DDR3 g skill ram on hand right now, as well as a Dell monitor VGA from about 20 years ago that I would like to use as well. Any advice is greatly appreciated.

Go used, and don't buy basically any of those parts. That's an ~8 year old platform that was slow when it came out. The only reason you bought it when it was new was because it was cheap, but buying it new now is basically buying e-waste. 

 

$200 is not a lot of money to work with, but getting a Haswell prebuilt for this price isn't too hard. Go for something with an i5 4460 or i7 4770 and just use it like it comes. Add in an SSD and use the iGPU since it's faster than that GPU you selected.

Buy a sandy bridge and newer core i7 midtower/full tower optiplex for $100

Buy a HD 7970/280X/380 or better at $100

Buy a power supply for $50

This is a significantly better build than the one you listed.

The HD 7970 is a beast,a former flagship.

The Core i7 2600 is 4 cores 8 threads,a capable chip.

Whichwill raise the total price to $300

I added the option for a R9 290X,which is noticeably faster than the HD 7970.
