Blinking line on monitor

Hello,

 

A friend gave a moniter he doesn't need anymore. It works fine, expect there is a line (I belive its line one pixel wide), going from the top of the screen to the bottom and its blinking.

Can you guys give an idea whats wrong, and is it expensive/worth it fixing it?

A video would be helpful. But so far it seems like a panel defect, which would not be cheap to fix. Buying a standalone panel costs the same or more than a new monitor.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.
