Can i change PS account region?

When i created my PS account i put UK as my region and now i can't buy anything with USA credit card.Is there any way to change region,or can support change my region?

Paypal might work as a payment method.

Not exactly the same, but me (US user with a US account) made a UK account on my PS3, used Paypal to buy a PAL region game when it wouldn't take my debit card.
