Really Limited Windows 10 Version?

You're probably thinking of Kiosk Mode. AFAIK it's available in Windows IoT Enterprise.

Just to expand on this, if you want to use group policy editor natively, you'll need a Pro version or above, not Home. Although, I know for Windows 7 Home, there was a way to get group policy editor working. Not sure if that exists for 10 as I deal with Pro versions at work, and have Pro on my home machine. But using GPOs does give you a lot of control over the machine.
