CPU 100% Usage at all times

Yeah my thoughts exactly.

sorry for not being specific it posted once when i launched the first time but from then on it would not post at all so i fixed that by resetting everything in my pc as in partially rebuilding it and that seemed to fix it. the reinstalling of windows fixed my original problem so thanks alot for the fixes much appreciated must of been a corrupt windows file somewhere not sure how it happened originally.

Well, now that you have everything fixed, first things you should be doing now is making a system restore point, and a system image file. I'd race to get an external hard drive for the latter if you don't have it already.
