CPU 100% Usage at all times

So recently I have had an issue where my CPU will sit at 100% use but I would only be on the desktop. I have had this issue for around 2 days now and I cannot find a fix for it i have tried multiple forums and videos to no avail.

I have tried multiple fixes such as 

  • Resetting PC
  • Updating all drivers
  • Launching in safe mode
  • updating windows
  • trying to end high usage tasks in TM
  • Antivirus scan
  • Updating BIOS

so I was wondering if anyone else has had this problem if so how did you fix it and could it be a hardware issue

 

Edit: Forgot to mention that the power usage also goes from very high to low now and then

Whats the cpu temp. If the cpu is thermal throttling then low end tasks will result in high usage as the cpus capacity is being purposely reduced.

Cores are averaging between 58-62 Degrees

And does this happen if you close discord?

 

I mean from this, it looks mostly like a discord issue/ bug.

If you close Discord and Steam, what happens?

i could close all apps that can be closed and it will do the same it will say its using more cpu usage than it should

Ok, but what does task manager say is using the CPU when you close Discord and Steam?

But, what does taskmanager say then? Something obviously should have high usage,  even if its just random stuff.

Interesting. Can you by chance show us what HWInfo is saying about your clockspeed of this CPU while this is happening? It will also have the temp's. Basically the whole "Current" column from HWInfo would be nice to see here.

This is very odd. Those programs shouldn't be taking up that much CPU usage to begin with. I have never seen anything like this.

exactly and i cannot fix it for the life of me thats why im wondering if its a hardware issue i built my pc a year ago with no problems until now

Well your temps aren't out of wack for being at 100% CPU usage. I've never seen a hardware issue act like this. I've seen similar stuff that was virus/malware related. Have you done a virus/malware scan recently?

i did a virus scan yesterday twice and nothing came up i use bull guard anti virus

@Lukabuka So when you say you reset Windows, did you reset it with your local files, or without your local files intact? If its the latter, then one of those files might still be infected. How many different programs did you try to scan for viruses? Tried a boot time scan with Defender or Avast?

i wiped everything on all drives and did a virus scan after i wiped
