Country: Canada (his country)

Games, programs or workloads that it will be used for:  gaming only

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): He needs mouse keyboard monitor

Ditch the cooler and just use the stock cooler, it'll probably be better than that ThermalTake one that's already in there. Get faster memory, especially if you're gonna use an iGPU. 

 

That said, getting this system down to $400 is basically impossible with this CPU, and even stepping down to a pentium isn't gonna get you down to $400 with a keyboard, mouse and monitor. You're best option is to buy a used prebuilt and a half decent GPU to throw in it.

Then tell him he will have worse graphics and smaller storage space for his games than a console. It's not unrealistic, just illogical since it's "gaming only"
