cpu always on turbo

i recently got a ryzen 5 5600x and its on its base clock: 3.7 GHz (it says so in the bios) but my cpu's running at 4.7 GHz.

pc specs: 

ryzen 5 5600x
gtx 950
trident z neo
msi b550 plus 
corsair vs550 PSU
noctua NH-U9s

It's working as intended. If turbo annoys you, disable it in BIOS or edit your Windows power plan to set cpu at 99% of maximum frequency and minimum 0%.

It's not being stressed on idle so it will turbo and not use much power. Once you stress the cpu, it will lower the clocks and stay within power limits.
