1. They might announce it within few weeks. Or when videos come out.
2. If you mean as a winner, you will get email. If you mean as audience, follow this subforum (LMG Official) and their social media.

I was wondering when I can expect a notification of a win or loss in this year's ROG Rig Reboot (2021) - like how long does it take LTT to review and judge all of these videos?

Last year it took them bit over a week to post Top 15. So give or take two weeks. Keep your email notifications on.
