Was 360p high quality back in 2008?

It says high quality but it is 360p, was that it in 2008? Or is this because this animation is actually from 1980?

It was uploaded by some random guy on Youtube. He probably ripped it from somewhere else and this is the best quality it was encoded originally. Youtube can't magically make it 4k.

back then 240p was seen as low resolution and 360p+ as high

Monitors back in 2008 when that video was uploaded wasn't that fantastic either. People were either using CRTs or fat flat screens.

No, 360p was not high quality.

360p was the highest quality supported for a while, but I remember back in the day people saying stuff like "HQ refers to the audio quality, HD to the video quality" when people complained about "HQ" videos being 360p.

Other than resolution, there are other aspects of a video that are important to the quality too, like bitrate and framerate.
