can I transfer my m2 ssd that has windows 10 onto a brand new PC?

so my current M2 SSD has windows 10, can i just take this out, put it in a brand new PC that hasnt been used and make it boot into that m2 SSD and  use my old windows 10 on my new PC?

does it work like that?

am i forced to start "fresh" if i get a new windows?

you arent forced to but old windows installs famously have no reason to work correctly so don't expect zero problems just jumping the os to random hardware.

It might work fine , it probably should be reinstalled.

Also keep in mind that you will have to do all of the drivers again. Clean install is safest there and you should do that, back up your data and start clean.

Windows 10 is very good at seeming to work fine after a system swap for a bit and then a couple weeks later it falls apart.
