what would happen if i keep y maximum processor state to 99 will it perform the same or different

god damnit put some detail. same or different what??

try going into command prompt run as admin then paste this in

powercfg -duplicatescheme e9a42b02-d5df-448d-aa00-03f14749eb61

then go to power settings and switch from balance or high performance or whatever your on and use that

if that doesnt work go in your bios options and see if your cores and everything are all sycned 

and the last thing try installed chipset drivers

this is the stuff i do when i dont have a constant clock speed
