i got problem whit my water cooling system for 3secound of start

hi guys i have asus tuf gaming b460-plus as mother board and core i5 10400f & and nvidia 1060 as my gpu
and a fsp hexa +500 as psu and now when i start my cumputer it take somthing about 1 secound to run and when it run my cooling system just flashing for 2secound its looks like that it dosent get enogh power 
i want to know is that normal start for my pc or i have problem and i have to change somthing

pls help me & and sorry about my english its not very well

i have no problem in games or about the cpu temperator my only problem is the way my water cooling system is run

That's normal, it's going to flash a moment during bootup when everything initializes

thx bruh i tought that i have to buy a new psu and its hurting my pc
