Gtx 770 won't run 280hz

I have a system that has a 5600x and a temporary gtx 770 waiting to get a 3080 and I have a 280hz monitor but I can't get it to 280 it won't go above 144hz also I am using the dp that the monitor came with. Also I tried it with my brother's 1650 super and it works with 280hz

That's DP 1.1. DP 1.2 will support up to 280 Hz at 1080p (although GTX 770 is limited to only around 200 Hz)

GTX 770 only supports up to 540 Mpx/s which is around 200 Hz at 1080p. If the monitor doesn't have a 200 Hz profile built in then only 144 Hz will show up as an option. You can try setting a custom resolution for 200 Hz using the instructions in section 6.3 here: https://forums.tomshardware.com/threads/how-to-connect-to-a-120-hz-display.3268285/

Run it at 144hz then? Dont see an issue as the card isnt gonna do well in games anyway.
