Steam, and only Steam, stops downloading at random then starts backup.

Ok, so, I'm just wondering if anyone has some obscure fix for this. Other downloaders like Epic Launcher, Ubisoft, and Blizzard Launcher don't do this. The pretty much stay at full throttle through the whole download/installing process, im at my wits end with this dumb issue. My second rig has the same exact issue. I'm pretty versed in networking and computer operations and have tried a lot of one off fixes in the past. If someone has any sort of fix for this please respond.

I don't have a fix for you, but I have one step you could try and see how it affects things: install Linux on some throwaway disk, then install Steam there and see if the issue persists. If it does, it's almost certainly not a software-issue, but could instead be e.g. your ISP throttling Steam-downloads.

You could also sign up for a month to some good VPN-provider and see if the issue persists when using a VPN: if it goes away, then it definitely is your ISP.

EDIT: I recommend e.g. Mullvad, if you wanna try the VPN-route.

Look at the graph, its telling you exactly what is happening.

The game is being downloaded in chunks, it pulls a chunk, stops DLing to extract it, pulls another chunk, stops DLing to extract.

I have a vague recollection of this being a side effect of steam pipe (or maybe it was a side effect of not using steam pipe).

No, Steam is perfectly capable of downloading and extracting at the same time. I actually just installed a big game myself a few moments ago and I have never seen this kind of skipping as OP does.

True and when your DL speed is fast enough even something like my old 8700K will have to sweat to keep up.

At my full DL speed it could get up to 90% utilization, which does not happen on other launchers.

Thats why I think his PC might to keep up extracting and downloading at the same time. His DL speed goes up to 80MBs which is pretty fast.

I know and I didn't say otherwise. Its (more than likely) not a Steam problem, not an ISP problem and not an OP problem. It has something to do with the way the devs chose to have Steams CDN serve their game.

I get this exact behaviour myself, Steam will tell me it has 10 updates, it will do 6 of them perfectly then #7 will take forever and be constantly stop starting then 8, 9 & 10 will  be fine again.

I have totally seen that when installing on HDDs, with some games the disk just can't keep up with the decompression so the download slows/stops waiting for it.

But then disk-activity would still stay high. In OP's screenshot, disk-activity also drops out.

This is something im also noticing lately, i dont really care about the technicalities, i just know i dread any updates now as even a 50mb one could possibly take forever, i will also refrain from buying any games from Steam until this is fixed, or Steam has a way to show which games have the slow method of downloading and updating so i can avoid them.

A few weeks ago I pulled the 320mb MSFS World Update 4 launcher update in less than 2 minutes then waited over 10 minutes for a 700Kb update to BeamNG Drive.
