Ram running at wrong speed after cpu and ram upgrade

got a matching set of corsair vengeance ram (2x8gb 3200 MHz ddr4) and task manager is showing 1600 mhz. this happened with my old ram but since it was mismatched i figured it was that. i know the infinity fabric is at 1600mhz but task manager should be showing double the infinity fabric. In the bios is change the "dram frequency" from auto to 3200mhz and enabled XMP profile 2. (i also tried none and profile 1 but both gave the same results.

i also have a new cpu which when i upgraded caused this problem. i went from a Ryzen 5 1400 to a Ryzen 5 3600 and my mobo is a msi b350 m bazooka which did need a bios update to a beta version\

i had this problem a little bit ago (that's when i only had upgraded cpu) and made a forum post <--link

Memory is DDR (Double Data Rate). Subsequently, 1599MHZ x2  = 3200MHz. This means that there is nothing wrong here. You are just expecting to see different numbers, which can't really happen.
