What should i upgrade 1st?

I build my new pc. I don't much ideas about cheap builds.
My specs:
Motherborad: MSI B450 Mortar Max

CPU: Ryzen 5 3400g

GPU: Radeon RX Vega 11

Ram: Corsair Vengeance LPX 8gb 2400mhz

SSD: 128gb SSD for C drive
HDD: 1TB for normal use

Upgrade the RAM. Integrated graphics loves high memory bandwidth, and Ryzen CPUs love high memory speed and low latency, and 8gb is just barely enough for modern games. I recommend you get a dual channel 16 gb kit of 3200mhz or higher, that should last you a while.

my friend told me to buy both ram at the same speed. Is it worth it?

Yes, try to match the sticks as closely as possible so you get proper dual channel performance. Ideally get the exact same model of RAM stick as you have now. Install them in alternating slots like the picture shows. Buying a higher speed stick is going to be wasted money(and slightly worse performance in some cases) because all the RAM will run at the speed of the slowest stick.
