Afaik there are no reliable decrypting tools. Learn your lesson and take backups next time.

That sounds like ransomware. 

AFAIK you cannot get the data back unless you pay the ransom which is very sketch or unless you have a backup.

I will recommend an NHu12s (or an NHd15 (maybe)) for your PC build. Quote or @ me @Prodigy_Smit for me to see your replies.

By restoring from a backup.

 

It seems to be ransomware. Unless there is a known way, like it's some silly malware that stores the decryption key somewhere readable, you're out of luck.

Nuke the drive and avoid shady stuff in the future.

Additionally:

 

Dump all your documents and related files to an external and wipe the shit outta your drive ASAP.  DO NOT keep running on a drive that got ransom'd.
