gtx 970 selling for 60$ working but he says that wont go up more than 50fps in csgo

He say that may need be flashed :

"gpu works most normally, passes all tests, but in games it throws a lot of small fps, I tried cs go and it was 50 fps, as if it doesn't load completely, if it can help how to set it up I would pay, most likely the bios should be flashed but that  I don't know, so I wouldn't tickle."

Its must working normally, but he something miss, right ? 

If you can power on pc witjout any problems and passes all test, gpu has no problems ?

nuh, I dunno, maybe some vram chips are dead, or power delivery isn't working 100%, or it just needs new thermal paste... I mean, something is obviously not right, potatoes get more fps in csgo... 🥔

but it still has a issue where the card only uses 3.5gb but still it should be enough to go higher

...you know the actual issue was that the last 512MB of VRAM was significantly slower than the rest, not that the last 512MB of VRAM was unusable, right?

could also be the card locking itself to a low power state similar to cards with modified shunt resistors for overclocking.

200 TDP, 2 fps msi kombustor, newest driver, locked on 135mhz, no signs of shunt resistors, so what can be problem. Overclocking 2 years ?

which model of 970?

a snapshot of gpuz and gpu

135 is base idle clock

latest driver is working fine for my 970 gaming x

(oc ed to 1500mhz for 6 yrs)

Obviously it's something wrong what were the temps im kombustor? If they are low then basically the card is broken in a way. If they are crazy high then well yeah something went wrong with the cooling and it may  be a ok deal.
