Does anyone know how to fix this chrome bug?

So I just figured out that ctrl + a number key goes to the corresponding tab but not knowing that only goes for 1-8. I wanted to try whether 10 would be working, so held control and pressed 10 but ctrl + 0 resets zoom and now I have a black frame around my first tab or more precise around the page that was in the first tab when I did it. Closing the tab doesn't help. Neither does refreshing or restarting chrome. It looks like what you see in the attached image (but around the whole page). So have you tried ctrl +/- to get the zoom level you used before?

Are you sure it's not the intended design of website?

Yes i can get it back to what it used to be by zooming but that should only be a temporary fix. and yes that is 100% not intended. know how it looked before and it looks normal in any other browser
